Public Library Improvement Fund Opens for Projects Across Scotland

SLIC invites proposals aligned with Scotland’s public library strategy refresh and annual priorities

The Scottish Library and Information Council (SLIC) has opened the Public Library Improvement Fund, administered on behalf of the Scottish Government.

The fund supports creative, sustainable and innovative public library projects across Scotland and is intended to contribute to the aims of Fast Forward: Scotland’s Public Library Strategy Refresh 2026. The strategy builds on the themes of People, Place and Partnership and positions libraries as trusted community spaces.

All public library services in Scotland are eligible to apply. Applications are open to organisations that are members of SLIC and proposals must align with one or more of the strategy’s six aims. Applicants are also required to comply with the Fair Work First policy. Projects are normally expected to be completed within 12 months. Cross-sector applications are welcomed, particularly where proposals involve co-production with local communities.

There is no minimum or maximum grant amount. The funding prioritises work that supports reading development and reading for pleasure, diversifies library collections and reduces inequalities, including addressing the cost of living and digital exclusion. It can also support activity promoting sustainable living and waste reduction.

Additional priorities include expanding ESOL-linked activity, improving access for refugees and asylum seekers, developing culturally responsive collections and strengthening community partnerships, as well as creating safe and trusted spaces within libraries.
