Neighbourhood Guarantee Aims to Improve Villages, Towns and Cities

Communities set to benefit from clear expectations around level of public services

The UK Government has announced the Neighbourhood Guarantee, a nationwide initiative designed to raise standards in public services and improve the quality of life in communities across villages, towns and cities. The policy introduces clear expectations for the everyday services that matter most to residents – such as cleaner streets, well-maintained roads and reliable local provision – ensuring that communities can both expect and demand visible improvements in their areas.

At its core, the Neighbourhood Guarantee seeks to place local people and priorities at the centre of decision‑making, working in partnership with councils and central government. Local leaders will be expected to work more closely with national government to deliver tangible outcomes, with a focus on addressing long-standing issues that affect daily life. The initiative reflects a broader commitment to ensuring that public services operate effectively for communities and respond directly to local needs.

A key feature of the programme is the introduction of Community Power Pilots, which will be launched in up to 25 areas across the country. These pilots will bring together councils, community organisations and residents to co-design local services, covering areas such as youth provision, early years support and community safety. By involving residents directly in shaping services, the government aims to ensure that solutions are tailored to the specific challenges faced by each neighbourhood and that communities have a meaningful voice in how services are delivered.

The Neighbourhood Guarantee also forms part of a wider package of reforms aimed at strengthening accountability and improving outcomes. Measures will be introduced to address issues such as the performance of private companies delivering local services, particularly where they are supporting vulnerable groups, and to tackle concerns around the clustering of certain types of businesses – such as vape shops and gambling outlets – on local high streets. At the same time, mayors and local leaders will be granted greater powers, including the ability to approve major transport projects, supporting regional growth and improving connectivity.

This initiative is closely aligned with the government’s broader Devolution agenda, which seeks to transfer power away from Westminster and into the hands of local leaders and communities. By equipping mayors, councils and community groups with greater authority and responsibility, the government aims to unlock local innovation and ensure that decisions are made closer to the people they affect. These reforms build on the English Devolution and Community Empowerment Act, reinforcing the principle that local areas are best placed to shape their own futures.

The Neighbourhood Guarantee also complements the £5.8 billion Pride in Place programme, a long‑term investment designed to transform communities that have historically been overlooked. Pride in Place puts decision‑making power directly in the hands of residents through neighbourhood boards, enabling communities to identify their own priorities and deliver improvements ranging from high street regeneration to enhanced community facilities. Together, these initiatives form a coordinated approach to neighbourhood renewal – combining investment, local empowerment and accountability to deliver change that is both visible and lasting.

By embedding higher standards, strengthening local leadership and aligning with wider programmes such as Devolution and Pride in Place, the Neighbourhood Guarantee aims to restore confidence in public services and ensure that every community benefits from cleaner, safer and more vibrant neighbourhoods.
